Is a boiler simply not working the same as a safety emergency?
No — they're different categories. A boiler that won't fire with no gas smell, no unusual flame, and no other safety sign is urgent for comfort, especially in cold weather, but it isn't the same as a gas safety issue requiring the emergency gas line. We still treat it as a priority, just not the same one.
What should I do while I wait for an engineer?
For a non-safety fault, note any fault code shown, whether the boiler fires and cuts out or doesn't fire at all, and what changed just before it stopped — that speeds up diagnosis considerably.
